Firstly, I have never heard this phrase before. But after? consulting internet in various places I can now give you an answer. Notice that this meaning only applies to Liverpool and Manchester. West means weird, very strange, crazy unrealistic. e.g. LSD can give you some very west thoughts. Schizophrenics can be very west.
