If I understood well to steal a car from the street isn't crime in the UK because? it was let without attention to it permanently, the action isn't qualified as a Theft. So the young steal the cars only for pleasure for that they drive it around and around, they are JOYRIDING with it, in a fast and dangerous way and not care about if they make any damage int he car. This is a very dangerous game n ot only for the cars.
