"people's" is included in the text transcript, which you can download by clicking the link to our website below the video. Putting the apostrophe here refers? to the individual people who could be effected. The font (type of text) used in this video does not display characters such as apostrophes.

This is useful but it would be helpful if there were an apostrophe in the transcription: "peoples' lives", at about? 9 seconds.
