There's a Third verb if you? didn't notice " Repay ", For the Concerned word, it's playing a role of Adjective, not a verb My opinion so far.

pls explain to me: why can you use two verbs in a sentence if it's not a relative clause; "a survey shows that some students concerned about repaying thousands of dollars? in loans are delaying marriage and children" in this sentense, we find 2 verb: "concern" and "are delaying". But i don't understand why so we can use it. Is it correct ?
