Yes, "bullying" is a good answer - if you look at the list of possible correct answers, after the? 8:22 mark, you will see both are correct. Good luck!

"Opinions are sharply divided"? mean no one agrees about mobile phones in schools (the subject of the talk). As the answer must be grammatical and contain not? more than one word, "no" can be followed by "agreement" "concurrence" or "accord".
